In March 2025, municipal leaders from Whittier Tech’s eleven member communities expressed growing optimism and collaboration surrounding plans for a potential new Whittier Tech campus in partnership with Northern Essex Community College (NECC). The discussions took place during meetings of the WT-NECC Municipal Working Group held at both Whittier Tech and NECC.
The meetings focused on exploring a potential shared campus model and the development of a new regional cost-sharing arrangement that could support construction of a modern vocational and technical high school while reducing financial impacts on member communities.
A newly released study conducted by the University of Massachusetts Donahue Institute recommended pursuing a “collaborative shared campus model” in which Whittier Tech and NECC would share certain spaces and services. The report highlighted opportunities for cost savings, expanded educational access, and stronger workforce development partnerships throughout the Merrimack Valley.
According to project leaders, the shared campus concept aims to:
Create a modern replacement facility for Whittier Tech
Expand access to Early College and postsecondary education opportunities
Increase enrollment capacity at both institutions
Identify additional state funding opportunities and operational efficiencies
Strengthen career and workforce development pathways for students and regional employers
The article also noted that community leaders agreed a new regional agreement and updated capital funding formula would be necessary for the project to move forward, particularly due to the involvement of NECC and the Commonwealth as potential partners.
The Healey Administration has continued to signal support for the shared campus concept, provided member communities can reach agreement on future funding and governance structures.
Project leaders emphasized the importance of transparency, public outreach, and ongoing community engagement as discussions continue. Additional public updates, municipal presentations, and feasibility planning meetings are expected throughout the process.
